There are several issues with such guidelines, the main one being that there’s no such thing as a “safe” level – for all life, forever. But even if there were theoretically, there’s no way to establish it using science studies and equipment testing.

Another issue is that the measure being used – power level, or power flux density, technically – is scientifically inadequate to the task. It’s a bit concerning that scientists continue to appeal and sue for adjustment based on it – and from controlled/criminalized official entities established to be roadblocks in the first place. Truth is, the matter of establishing a safety level, even if it existed, is so technically complex as to be entirely forbidding. So they just keep it simple-y deadly.

Also quite interesting, the harms were well understood — international scientific community, governments/agencies, and militaries — 2-3 decades before 2G (digital) arrived. The guidelines so often said to be “outdated,” were never good for anything but ruthless deception. Absolute proof exists. “Outdated” is often used to convey the false impression that they can now be “dated.”
